If you see a site with stolen kaos, and would like to contact them about it, please be calm and polite in your e-mail. You can use this sample e-mail if you'd like, filling in the appropriate blanks. Thanks to Gundammit for providing this sample email, which I slightly edited.
If you change anything other than the blank information, please double-check your spelling and grammar, and remove my name from the signature. Always feel free to include a link to this site, however!
Dear [Web Master], I was visiting your site, [site link and/or name], recently and noticed you had several kao-ani (also known as "blobs" or "puffs") you found on the web available for download. However, you haven't credited the artists or provided a link back to their sites.
The artists who make these spend a lot of time on them - usually several hours for each one! The majority won't mind if you use their images, as long as you provide proper credit, and often a link to their own page so people can enjoy their other works.
Also, despite what many believe, images on the internet are not always public domain. In fact, without a specific statement to that effect, all such images are copyrighted to their creators. It's in your own best interest, legally speaking, to make sure proper credit is given in each case.
I know that finding all the proper links and authors of images on the internet can be difficult, but you may be able to find most, if not all of the original artists' sites at "Stopping Kao Theft" (http://www.animemanga.net/venusian/kaotheft/).
If you want to learn more about kao-ani and why it's important to give proper credit for all artwork on the internet, please visit Stopping Kao Theft (http://www.animemanga.net/venusian/kaotheft/).
Thanks!
